Look at Sam Mugumya, a man who once walked freely and who now appears in leaked footage struggling to move, needing a walking frame and undergoing what looks like gait rehabilitation.
For more than a year Sam has been missing, and the disturbing footage that has now emerged shows him inside Despot Museveniโs safe-house, visibly frail, severely impaired, and unable to walk without great difficulty as a result of brutal torturing subjected to him.
An even more explosive allegation has followed. Lt. Herbert Matanda Mabonga, an intelligence officer, has publicly come out saying that he personally witnessed abuses in safe houses and has named Sam Mugumya as a victim of severe torture, and that he was tortured to the point of disability in a facility under SFC command Museveniโs personal bodyguards
These are not allegations the world should simply scroll past, because there is a real man in that footage, a family waiting for him, and a mother who has spent more than a year asking where her son is, all while a government has yet to give the public a transparent account of his whereabouts and condition.
Our own High Court ordered the authorities to produce Mugumya after his reported abduction in August 2025.
The questions, then, are simple. Where has Sam Mugumya been held, and who has had custody of him? Who authorised his detention, who is responsible for his present condition, and why has a Ugandan citizen been kept away from his family and the courts for more than a year?
The answers are Its Museveni who ordered for his abduction and his torture.
How many other Ugandans have disappeared into such places without a camera ever getting out.
The leaked footage shows Mugumya wearing a Museveni campaign T-shirt, an image that is chilling because it raises the question of what happens to people inside these facilities and what political humiliation they may be made to endure.
Government does not acquire the right to break a human being simply because that person disagrees with it. If Sam Mugumya committed a crime, he should be produced in court, and if there is evidence against him, he should be prosecuted. If he is innocent, he should be released
Because he is Dr. Kizza Besigye supporter and aide, security agencies abducted him, tortured him and left him physically disabled.
