Welcome to the “use and dump” policy – a founding principle that has no exception in the foreign criminal Museveni’s empire.

This Thursday, murderous power-greedy foreign criminal Yoweri Tibuhaburwa Kagutema alias Museveni presided over the retirement ceremony of 19 general officers, but one particularly stood out as a subject of national debate, with most Ugandans asserting that his fate is far from over.

That’s none other than Maj Gen Abel Kandiho, a death merchant, ruthless torturer, regional diplomatic persona non grata, and U.S.-sanctioned, unremorseful human rights violator.

Kandiho remains such a notorious criminal that Ugandans across the country and abroad pray that he will one day be brought to book, behind bars to answer for grave crimes against the innocent citizens – mainly members of opposition labelled enemies. Kandiho’s heinous crimes include extrajudicial killings, torture, and enforced disappearances, all carried out to prop up Museveni’s brutal junta.

Those are the crimes Kandiho committed in his capacity as the head of Museveni’s dreadful Chieftaincy of Military Intelligence (CMI), now known as Defence Intelligence and Security (DIS).

Before being posted to CMI, Kandiho had already been a disgrace to Uganda’s diplomatic landscape, where he jeopardized the country’s image while serving foreign criminal Museveni’s malevolent interests.

While serving as head of CMI, Kandiho’s tenure will always be remembered for misrepresenting the face of a military intelligence apparatus. Kandiho took the law in his own hands, he became the investigator, arresting officer, prosecutor and supreme judge all at the same time.

Kandiho targeted and executed anyone he labelled as opposed to Museveni’s power greed. But he did stop at that, he also took advantage of Museveni’s protection to conduct summary executions of wealthy businessmen and used his agents in armed robberies.

Death merchant Kandiho notably oversaw a wave of urban killings roughly between 2015 and 2018, linked to networks that eliminated notable figures such as AIGP Andrew Felix Kaweesi and former Police boss – General Katumba Wamala who survived narrowly, among several others.

His tenure at CMI ended abruptly in January 2022, when criminal Museveni opted to protect him by replacing him with Maj Gen James Birungi, after the U.S. Department of the Treasury’s Office of Foreign Assets Control designated Kandiho under Executive Order 13818 for serious human rights abuses committed during his time as CMI commander.

Criminal Museveni went a step further to shield Kandiho by appointing him Chief of Joint Staff of the Uganda Police Force and Senior Presidential Advisor, positions he held until he was eventually dumped.

Whatever the case, Kandiho embodies the unresolved questions of accountability within foreign criminal Museveni’s security apparatus, as his hands are stained with the blood of innocent Ugandans whom he eliminated while protecting his power-greedy master, Museveni and enriching himself simultaneously.

Abel Kandiho remains a living testament of the “use and dump” principle which has no exception under the aging, foreign tyrant Museveni.
